The retiring director of IPFW’s Community Research Institute received Indiana’s top honor during a surprise party Tuesday at Parkview Field, the university announced.A Warsaw-area man is accused of backing up and trying to hit a woman who was running from his pickup truck.
Robert T. Garcia, 36, has been charged with felony resisting law enforcement, battery resulting in serious bodily injury, criminal recklessness with a motor vehicle and additional charges of driving while suspended and fleeing law enforcement, according to a statement from the Warsaw Police Department.
It said felony charges of operating a vehicle while intoxicated with a prior arrest are pending blood-test results.
An off-duty Warsaw officer saw a fight inside a pickup truck shortly after 11 p.m. Saturday on West Market Street, the statement said. It said a woman began running away and the truck backed up behind her, even going over a curb, until she hid behind a large trash container.
The off-duty officer called the Kosciusko Central Dispatch Center and provided a description of the blue Nissan pickup, and it was spotted about four blocks away, the statement said
It said Warsaw police stopped the truck, which then took off, running many red lights without slowing down. The pickup, chased by police, crashed on Indiana 15 at County Road 200 South, and again on Ferguson Road and County Road 250 South, police said.
Police said Garcia got out and was approaching a home when officers ordered him to stop. The statement said he refused to stop and was shot with a Taser.
The Warsaw woman, 38, was treated for injuries to her head and hands, police said.
