Rob Strahm hangs a hapless dummy by its ankles Thursday on the 600 block of Third Street, which Strahm helps transform into a ghoulish spectacle for Halloween. He’s in his sixth year helping deck out the block, which he said drew 900 trick-or-treaters last year.
